Planning Department

The Planning Department oversees Nalolo District’s spatial and socio-economic development. Its mandate spans development control, land use regulation, spatial planning, land surveys, environmental oversight, cross-cutting issues, and research. Guided by the Urban and Regional Planning Act, the National Decentralisation Policy, and the District Integrated Development Plan (IDP), the department ensures the district grows in an orderly, sustainable and inclusive manner.

It also supports the formulation and implementation of policies; promotes research and development; coordinates climate change adaptation and gender mainstreaming; and provides technical guidance for the Constituency Development Fund (CDF) and other planning-related programmes.

Leadership

The department is led by the Director of Planning, who provides strategic guidance and ensures that development interventions align with statutory requirements and Nalolo District’s long-term aspirations.

Departmental Structure

The department operates through three functional sections that work together to deliver the planning mandate.

 

  1. Town Planning and Survey Section

This section provides the core framework for land use planning, settlement development and cadastral management.

Core Functions:

  • Preparation and implementation of Local Area Plans, zoning schemes and settlement layouts.
  • Granting planning permission and regulating land use to guide orderly development.
  • Facilitating settlement upgrading and future infrastructure planning.
  • Conducting land surveys for boundary establishment, re-establishment and map generation.
  • Preparing survey diagrams and maintaining spatial datasets including GIS systems.
  • Developing and maintaining the Council’s Valuation Roll.
  • Conducting property valuations to support leases, rentals and municipal revenue generation.
  • Coordinating transport and mobility planning, including routing and location of public facilities.
  • Supporting policy development and implementation in land use and spatial governance.
  1. Buildings Inspection Section

This unit enforces development control standards and ensures compliance with approved plans.

Key Tasks:

  • Inspecting construction works to confirm adherence to building codes and approved designs.
  • Detecting and mitigating illegal or non-compliant structures.
  • Collaborating with legal and administrative units to enforce corrective measures and protect public safety.
  1. Socio-Economic and Environmental Planning Section

This consolidated section integrates development planning, environmental sustainability and cross-cutting issues to support balanced district growth.

Core Responsibilities:

  • Facilitating the development and implementation of district and sector policies.
  • Preparing development programmes and project proposals to support economic and social advancement.
  • Providing technical support in the administration of CDF, including project appraisal, monitoring and evaluation.
  • Conducting monitoring and evaluation of planned projects and programmes.
  • Providing technical environmental input for developmental projects and ensuring compliance with sustainability principles.
  • Preparing environmental assessments, profiles and advisory briefs.
  • Coordinating climate change adaptation initiatives and promoting resilience within community planning.
  • Mainstreaming gender and other cross-cutting considerations in development processes.
  • Promoting research and development to strengthen evidence-based planning.
  • Supporting environmental awareness and sustainable land-use practices across the district.
